  1. In a sauce pan, add the butter and the garlic and sweat together. Add in the water and instant milk and whisk together. Add in the cream and seasoning and salt and bring to a simmer.
  2. Add the onions, chives, tomatoes, and spinach together and refresh with 1/4 cup water.
  3. Whisk in the mashed potatoes to the cream mixture when it simmers. Stir well to get smooth.
  4. Fold in the vegetables, taste and adjust seasoning as desired.
